This is taken from the Rift forums and is commonly held as being reasonably accurate. I did not produce these numbers, nor do I take any credit for their origination/validity. The numbers referenced are for instanced raids. It should also hold true for raid rifts. I'm posting it here because it's often questioned by those starting to tank and it's not as easy as you may think to track it down.
If you're interested in tanking raid level content, these are the amounts you should be shooting for. Please keep in mind that tanking stats for T1/T2 dungeons are significantly lower, and far easier to find.
One thing to keep in mind is that for anyone that has played and tanked in WoW, our minds instinctively interpret Toughness = Defense. This is not the case. Unlike Defense, Toughness does ~not~ reduce the frequency/occurrence of crits, it only reduces the damage a critical hit may do at a specific level. Once max damage reduction has been met, excess amounts of this stat produces no benefit.
In WoW, Defense prevented being critically hit altogether, also providing additional mitigation long after it had been capped. There is no stat (or any amount of Toughness) that can do this in Rift at this moment. Needless to say, being crit upon is an unavoidable reality within Rift. Still, this is far better than 'crushing blows' from Vanilla and BC Warcraft, a nightmare for any tank and healer, but I digress. The post, copied in its entirety:
"For Tier 1 (everything but HK):
200 hit = 5% miss chance
220 hit = 0% miss (This is where you want to be)
>220 hit = Reduces dodge/parry (marginal improvement)
Toughness:
100 Toughness = 100% extra damage on crits
140 Toughness = 20% extra damage on crit (approximately 5% chance from most bosses)
150 Toughness = 0% extra damage on crits.
>150 Toughness = 0% extra damage on crit (same as 150 Toughness).
You can use toughness enchant runes to get to 150 Toughness. At 140 Toughness, you will take 1% more damage average than at 150 Toughness, but be more likely to die. Overall mitigation is likely to be an issue than toughness.
Once you exceed +150 Toughness you should replace any +toughness enchants with resist or endurance. Going over 150 Toughness does not matter for Tier 1 raids."
